He has pressurized the hydraulic tank and bled all lines and has slight movement in hydraulics. Any possible solutions or ideas would be appreciated.

Using the box wrench it tends to slip off a lot. To remove the cap you can try using a pipe wrench, along with a series of punches and a hammer. It does work, but you end up with a buggered up cap when its all done. You can do a professional job by buying a spanner wrench on ebay for $40 that does make it a breeze to remove.
